According to the probe, Barkatullah University granted conditional operational certificates to 125 private B.Ed colleges despite its own inspection teams identifying significant deficiencies in infrastructure and facilities. Many of these institutions appear to exist primarily on paper.

University records show that approvals were largely based on notarized affidavits submitted by the college managements, even after initial physical inspections explicitly flagged non-compliance with standard regulatory norms.
