The GNCTD Amendment Bill: A Threat to Representative Government and Parliamentary Democracy

The Government of National Capital Territory of Delhi (Amendment) Bill, 2023, which was recently passed by both Houses of Parliament, is a serious threat to the principles of representative government and parliamentary democracy.

The Bill gives the Lieutenant Governor (LG) sweeping powers over the Delhi government, including the power to:

  • Veto any law passed by the Delhi Assembly
  • Approve or reject any appointment made by the Delhi government
  • Take control of any department of the Delhi government

In effect, the Bill makes the LG the supreme authority in Delhi, with the elected government reduced to a mere rubber stamp. This is a direct assault on the basic tenets of democracy, which enshrine the principle of popular sovereignty.

The BJP, which has been the main driver of the Bill, has no moral authority to pass such legislation. The party has not won the confidence and support of the people of Delhi in six elections over a period of 25 years. In fact, the BJP has never even come close to winning an election in Delhi.

The people of Delhi have repeatedly rejected the BJP, but the party is still trying to impose its will on the city. The GNCTD Amendment Bill is a clear attempt to rig the system in favor of the BJP and deny the people of Delhi their right to self-determination.

The Bill is a dangerous precedent that could have far-reaching consequences for the rest of the country. If the BJP is allowed to get away with this, it will embolden the party to try to undermine elected governments in other states as well.

The people of Delhi must rise up against this Bill and demand that it be repealed. They must not allow the BJP to take away their right to self-determination.
