Large Convention of CPI(M) Activists in Begusarai to Prepare for Assembly Polls

CPI(M) Bihar: Road to 2025 Assembly Polls

Mobilizing for Victory in Bihar

A deep dive into the CPI(M)'s strategy to defeat the BJP-JD(U) combine and strengthen its presence in the November 2025 Bihar Assembly elections, launching from a major activist convention in Begusarai.

The Begusarai Convention

On July 31, 2025, a massive convention of 1,200 CPI(M) activists in Begusarai set the stage. The event, with significant participation from women, issued a clarion call for the victory of the INDIA bloc.

Dual Electoral Objectives

The party's strategy is two-fold: ensure the comprehensive defeat of the ruling BJP-JD(U)-NDA coalition while simultaneously increasing the independent strength of the CPI(M) in the new assembly.

Key Leadership

The convention was addressed by top leaders including Polit Bureau member Dr. Ashok Dhawale, State Secretary Lalan Choudhary, and CC member Awadhesh Kumar, signaling national-level focus.

Foundation for 2025: Analyzing the 2020 Election Performance

In 2020, the CPI(M) contested four seats, winning two and losing two by very narrow margins. These results, especially the close contest in Matihani, are the data-driven foundation of the 2025 strategy. Interact with the chart below to see the details of each race.

The Core Battlegrounds: Issues & Ideology

The campaign is built on a sharp critique of the ruling establishment's policies and actions at both the state and central levels. Two issues stand out as central points of contention.

The "Unconstitutional" SIR Drive

A primary point of mobilization for the entire INDIA bloc is the opposition to the Election Commission's Special Intensive Revision (SIR) of electoral rolls. The opposition frames this as:

  • A "Votebandi" (disenfranchisement) exercise aimed at mass exclusion.
  • An unconstitutional attempt to verify citizenship, which is outside the EC's authority.
  • A process that disproportionately targets minorities and marginalized communities.

Critique of the BJP-JD(U) Government

Speakers at the convention heavily criticized the "disastrous overall impact" of government policies, highlighting:

  • Pro-Corporate, Anti-People Policies: Attacking FTAs and policies that harm farmers and workers.
  • Governance Failures: Citing Bihar's low development indices and the "opportunist" nature of the state leadership.
  • Erosion of Democracy: Condemning the RSS-BJP's Hindutva ideology and "neofascistic characteristics".

The Road Ahead: Strategy & Mobilization

Following the Begusarai convention, the party has laid out clear next steps to consolidate its strength and coordinate with allies for the electoral battle.

1

Targeted Focus on Priority Districts

Large activist conventions will be replicated in the remaining three priority districts from 2020 (Samastipur, Saran, East Champaran) and other selected districts where the party has claimed seats within the INDIA bloc.

2

High-Level Strategy Meetings

The CPI(M) Bihar State Secretariat and State Committee are meeting on August 1-2 in Patna, with two Polit Bureau members present, to finalize election preparations and seat-sharing strategy.

3

Mass Front Mobilization

The AIKS (All India Kisan Sabha) Bihar State Committee will meet on August 2-3 to align the powerful peasant movement with the party's electoral goals, focusing on agrarian distress and anti-farmer policies.

On 31 July 2025, a large 1,200-strong Begusarai district convention of CPI(M) activists gave a clarion call to ensure the defeat of the BJP-JD(U)-NDA combine and the victory of the INDIA bloc (Mahagatbandhan) in the coming Bihar state assembly elections in November. The convention also called for increasing the independent strength of the CPI(M) in the new assembly. The hall was jam-packed, with many women attending.

The main speakers at the convention were CPI(M) Polit Bureau member Dr Ashok Dhawale, State Secretary and Central Committee member Lalan Choudhary, and Central Committee member Awadhesh Kumar. It was presided over by State Secretariat member Rajendra Prasad Singh. District Secretary Ratnesh Jha welcomed and State Committee member Suresh Yadav proposed the vote of thanks.
The main speakers came down heavily on the disastrous overall impact of the policies of the RSS-BJP-Modi-Shah led government at the centre and the one led by their 'Palturam' opportunist stooge Nitish Kumar in the state. They strongly attacked the unconstitutional SIR drive of the Election Commission. Finally, they suggested concrete steps to strengthen the political, ideological, agitational, and organisational influence of the Party and the mass fronts in the district to face the coming electoral battle.
It may be recalled that the CPI(M) in Bihar had contested four seats as part of the INDIA bloc in the last state assembly elections in 2020. Of those we won two - Vibhutipur in Samastipur district where we polled 73,822 votes, with a victory margin of 40,496; and Majhi in Saran district, where we polled 59,324 votes, with a victory margin of 25,386. We garnered 80,410 votes in Pipra in East Champaran district, but lost by a margin of 8,177; and the fourth seat was Matihani in Begusarai district, where we got 60,599 votes, but lost by just 765!
It was in this last Begusarai district that this convention was held. Such large Party activists' conventions will be held first in the remaining three priority districts, and then in some selected districts where we have claimed a limited number of seats in the INDIA bloc.

On 1-2 August, the CPI(M) Bihar State Secretariat and State Committee are meeting in Patna to decide on the election preparations, in the presence of two PBMs A Vijayaraghavan and Ashok Dhawale. The AIKS Bihar State Committee will be held on August 2-3.
