Mobilizing for Victory in Bihar
A deep dive into the CPI(M)'s strategy to defeat the BJP-JD(U) combine and strengthen its presence in the November 2025 Bihar Assembly elections, launching from a major activist convention in Begusarai.
The Begusarai Convention
On July 31, 2025, a massive convention of 1,200 CPI(M) activists in Begusarai set the stage. The event, with significant participation from women, issued a clarion call for the victory of the INDIA bloc.
Dual Electoral Objectives
The party's strategy is two-fold: ensure the comprehensive defeat of the ruling BJP-JD(U)-NDA coalition while simultaneously increasing the independent strength of the CPI(M) in the new assembly.
Key Leadership
The convention was addressed by top leaders including Polit Bureau member Dr. Ashok Dhawale, State Secretary Lalan Choudhary, and CC member Awadhesh Kumar, signaling national-level focus.
Foundation for 2025: Analyzing the 2020 Election Performance
In 2020, the CPI(M) contested four seats, winning two and losing two by very narrow margins. These results, especially the close contest in Matihani, are the data-driven foundation of the 2025 strategy. Interact with the chart below to see the details of each race.
The Core Battlegrounds: Issues & Ideology
The campaign is built on a sharp critique of the ruling establishment's policies and actions at both the state and central levels. Two issues stand out as central points of contention.
The "Unconstitutional" SIR Drive
A primary point of mobilization for the entire INDIA bloc is the opposition to the Election Commission's Special Intensive Revision (SIR) of electoral rolls. The opposition frames this as:
- A "Votebandi" (disenfranchisement) exercise aimed at mass exclusion.
- An unconstitutional attempt to verify citizenship, which is outside the EC's authority.
- A process that disproportionately targets minorities and marginalized communities.
Critique of the BJP-JD(U) Government
Speakers at the convention heavily criticized the "disastrous overall impact" of government policies, highlighting:
- Pro-Corporate, Anti-People Policies: Attacking FTAs and policies that harm farmers and workers.
- Governance Failures: Citing Bihar's low development indices and the "opportunist" nature of the state leadership.
- Erosion of Democracy: Condemning the RSS-BJP's Hindutva ideology and "neofascistic characteristics".
The Road Ahead: Strategy & Mobilization
Following the Begusarai convention, the party has laid out clear next steps to consolidate its strength and coordinate with allies for the electoral battle.
Targeted Focus on Priority Districts
Large activist conventions will be replicated in the remaining three priority districts from 2020 (Samastipur, Saran, East Champaran) and other selected districts where the party has claimed seats within the INDIA bloc.
High-Level Strategy Meetings
The CPI(M) Bihar State Secretariat and State Committee are meeting on August 1-2 in Patna, with two Polit Bureau members present, to finalize election preparations and seat-sharing strategy.
Mass Front Mobilization
The AIKS (All India Kisan Sabha) Bihar State Committee will meet on August 2-3 to align the powerful peasant movement with the party's electoral goals, focusing on agrarian distress and anti-farmer policies.
