NITI Aayog Urges Shift to 'Apprenticeship for All' as Report Reveals Only 8.25% of Indian Graduates Find Job Alignment

NEW DELHI — Only 8.25% of Indian graduates are currently employed in roles matching their academic qualifications, according to a report by government think tank  NITI Aayog. Titled Reimagining Skilling for Viksit Bharat@2047, the study highlights a deep mismatch between higher education output and industry demand, advocating an immediate transition toward work-integrated degrees and universal apprenticeships.

Key Findings on Workforce Mismatch

  • 8.7 Crore NEET Youth: An estimated 8.7 crore individuals aged 15–29 fall into the NEET category (Not in Education, Employment, or Training), with nearly 88% engaged in domestic duties due to systemic barriers.

  • Saturation of Generic Degrees: Out of 3.4 crore undergraduate students, over 2 crore are enrolled in general BA, BSc, or BCom programs that offer minimal practical training or office application skills.

  • Lack of Industry Exposure: 80% of higher education learners report receiving no practical workplace exposure during their studies, while 34% cite a direct skill deficit as their main career obstacle.

  • Severe Public Sector Bottlenecks: Highlighting the demand for stable jobs, over 1.86 crore candidates applied for just 55,000 public sector openings advertised between late 2024 and mid-2025.

Proposed Policy Reforms

Reform AreaStrategic Action
School CurriculaIntroduce General Employability and Entrepreneurship modules from Class 6, followed by specialized "Kaushal Tracks" starting in Class 9.
Higher EducationShift from generic degrees to Apprenticeship-Embedded Degree Programs (AEDP) with "earn-while-you-learn" credit integration.
RecruitmentTransition public and private employers toward skills-first hiring supported by verified Digital Skills Passports.
MSME & Women SubsidiesOffer financial incentives to small enterprises hosting trainees and establish hyperlocal, flexible training centers for women.
NITI Aayog emphasizes that scaling budget allocations alone will not solve India's employment challenges unless learning pathways allow flexible entry, exit, and re-entry across a worker's lifetime.
